Male victims, children or adults, may be less likely to report sex crimes.
Anal sex requires a little advance prep, especially the first time. Another approach that facilities have taken to reduce their reliance on solitary is to restrict the reasons for which people can be sent to solitary in the first place. The legislation also bans placements in solitary for individuals 21 and under or 55 and older; people with physical, medical, or mental disabilities; and people who are pregnant or have recently given birth.

A number of jurisdictions have also enacted legislation prohibiting the use of solitary for vulnerable groups or limiting it to a set number of days for the general prison population. Rule 45: (1) Solitary confinement shall be used only in exceptional cases as a last resort, for as short a time as possible and subject to independent review, and only pursuant to the authorization by a competent authority.
